Elva is a small town in Southern Estonia and lake Arbi is a small lake in the middle of the town. This big empty building on the photo was built over twenty years ago in the soviet time and was meant to be a cultural center, but then the Soviet Union collapsed, system ran out of the money and this building is way too big for such a small town, so it stays empty…
